History
The organization was founded by
Mr. Abass Hamza in 2006. In early 2008, the founder introduced the programme in
the Health Assistants (Clinical) Training School with an aim of promoting
community health. Unfortunately the organization did not work well in the
school.
However, many people,
individuals, groups, and organizations have turned to interpret part of the
name HATS as the full meaning of Health Assistants’ Training School (HATS). In
layperson understanding it seems right but in actual sense, it means an area of
responsibility or interest.
At the beginning of 2012, HACEP
made tremendous changes to the organization’s structure and design including
constitution, programmes of operation, mission, vision objectives as well as
the logo.
The changes was as a result of
HACEP participation in the Rhodes Scholars Southern Africa Forum (RSSAF)/Rhodes
Social Impact Group (RSIG) Support and Capacity Building Consultancy Project
with Dr. Tamma Carleton, Dr. Grace Mwaura and Dr. Kopano Mabaso
The consultants assisted HACEP in
creating a clear mission statement, vision and constitution in order to focus
resources and outside attention on the central goal of the organization rather
than its diverse individual projects.
Today HACEP have repositioned itself with an
enhanced mandate to integrate ICT into priority sectors of youth empowerment.
We are now an organization dedicated to enriching the lives of young people
that have a desire to become informed and active global citizens, we help youth
experience the world for themselves, learn about other cultures and diverse
communities while developing leadership and communication skills.

Mission
HACEP empower the youth to advocate, inform,
involve, inspire and celebrate social change through ICT so as to be
able to reach their full potential in terms
of working and learning in partnership with caring adults.
Vision
HACEP envisions a society in which youth and adults learn, grow and work together as catalysts for positive social change.
Objectives
- Build human capital and capacity through investment in technology,health, training and education;
- To create awareness of ICT and its benefits amongst youth, graduates, young workers and the economy to support the youth of Ghana for empowerment and profitable employment by means of incentive, training and other supportive means;
- To support the teaching of ICT skills at all levels of educational institutions and how synergies can be created for adaptive and innovative solutions;
- Partner with communities to establish ICT centers which facilitate access to information and technology as well as offer real opportunities to local communities;
- Empower young people especially girls and women to actively participate in the development of their communities.
- To engage the youth in socio-economic development activities such as literacy programme, disaster management, environment conservation and health issues such as protection of HIV/AIDS, reproductive health and drug abuse;
- To rehabilitate the delinquent, disorderly and idle youth into a structured, disciplined and dynamic youth force by providing vocational/skills development opportunities for their gainful employment;
- To offer young people the chance to acquire practical work skills, learn new life skills, leadership skills and gain confidence and new strengths;
- Promote knowledge and skills through learning and the effective use of technology.
